AMRIT captures consent today as a single "accepted" flag. The flag is hardcoded to true, the dialog records consent even when it is closed, and sharing preferences default to yes. None of this meets the DPDP Act. This proposal replaces it with a platform-level Consent Manager. Every service line (HWC, TM, MMU, ECD, 104, 1097 and all) captures and checks consent in the same way.
